Legislation round-up 3/23/11

Here’s a nice, long, legislative round-up for everyone! I tried to go through and grab any bills I may have missed in the last couple weeks.

House Bill 1631 (Providing for academic employee salary increments for community and technical colleges) Amendment offered in the Senate on March 21, 2011; amendment adds language that suspends academic employee salary increments if there is a (1) reduction of allotments by the Governor, or (2) reduction by the legislature from one biennium to the next or within a biennium of appropriated funds. Removes the provision that in years when the Legislature does not provide funding for faculty salary increments, a board of trustees may use additional funds that exceed those provided by the Legislature. Referred to the Senate Ways & Means Committee.

House Bill 1650 (Changing state need grant eligibility provisions) Amendment offered in the Senate on March 21; the amendment would extend the program allowing students enrolled for at least three quarter credits or the equivalent semester credits to be eligible for the State Need Grant to June 30, 2013. The bill as referred had removed the expiration date. By December 1, 2012, the HECB reports data regarding the academic progress and success of students in the program. Referred to the Senate Ways & Means Committee on March 21.

House Bill 1163 (Concerning harassment, intimidation, and bullying prevention) Amendment offered in the Senate on March 22, 2011, to remove legislators are removed from the workgroup. A representative from the Washington State Association of School Psychologists is added to the workgroup. Referred to the Senate Ways & Means Committee on March 22.

House Bill 1089 (Regarding instructional materials provided in a specialized format) Amendment offered in the Senate on March 21. The amendment would  provide that a public or private institution of higher education must first determine that it is not required to allow a student to retain the specialized format under the Americans with Disabilities Act before requiring a student to return a specialized format that the institution translated or transcribed at its expense and costs more than $100 to reproduce. Referred to the Senate Rules Committee for a second reading on March 21.

House Bill 1221 (Regarding the rights of certain higher education students involved in military service) Executive action taken by the Senate Committee on Higher Education and Workforce Development on March 21; majority of committee said to pass bill. Referred to the Senate Rules Committee on March 21.

House Bill 1412 (Modifying mathematics end-of-course assessments) This bill is one backed by the Office of Superintendent of Public Instruction. There was a public hearing in the Senate Committee on Early Learning & K-12 Education on March 14. Executive action was scheduled for March 16, but the report on the motion to move the bill out of committee did not receive sufficient signatures.

House Bill 1424 (Regarding administrative consistency in student financial aid programs) Executive action taken on March 18 in the Senate Committee on Higher Education & Workforce Development. Majority of committee supported passing the bill on March 21. Passed to Rules Committee for second reading; on reading consent calendar for March 22.

House Bill 1425 (Concerning the higher education coordinating board’s responsibilities for health sciences and services authorities) Executive action taken on March 18 in the Senate Committee on Higher Education & Workforce Development. Majority of committee supported passing the bill on March 21. Passed to Rules Committee for second reading; on reading consent calendar for March 22.

House Bill 1443 (Continuing education reforms) Scheduled for executive session in the Senate Committee on Early Learning & K-12 Education on March 24.

House Bill 1491 (Modifying membership of the early learning advisory council) Public hearing scheduled in the Senate Committee on Early Learning & K-12 Education on March 23. Scheduled for executive session in the Senate Committee on Early Learning & K-12 Education on March 24.

House Bill 1510 (Providing for student assessments in state-funded kindergarten classrooms) Public hearing scheduled in the Senate Committee on Early Learning & K-12 Education on March 23.

House Bill 1519 (Regarding school assessments for students with cognitive disabilities) Executive action taken in the Senate Committee on Early Learning & K-12 Education on March 21; majority of committee supported passing the bill on March 22. Passed to Rules Committee for second reading.

House Bill 1546 (Authorizing creation of innovation schools and innovation zones in school districts) Public hearing in the Senate Committee on Early Learning & K-12 Education was on March 21. Scheduled for executive session in the Senate Committee on Early Learning & K-12 Education on March 24.

House Bill 1593 (Establishing a residency provisional principal certification) Executive session scheduled on March 21 but no action was taken in the Senate Committee on Early Learning & K-12 Education. Executive session rescheduled for March 23.

House Bill 1599 (Establishing the pay for actual student success dropout prevention program) Public hearing in the Senate Committee on Early Learning & K-12 Education was on March 21; executive session scheduled for March 23.

House Bill 1600 (Concerning elementary math specialists) Executive session in the Senate Committee on Early Learning & K-12 Education scheduled for March 23.

House Bill 1669 (Regarding the educational opportunity gap) Executive action taken in the Senate Committee on Early Learning & K-12 Education on March 21. Majority of committee voted to pass the bill on March 22; minority of committee gave no recommendation. Passed to Rules Committee for second reading.

House Bill 1703 (Addressing fiscal notes for legislation that uniquely affects school districts) Executive action taken in the Senate Committee on Ways & Means on March 22 (I don’t know what happened yet).

House Bill 1808 (Creating the launch year program) Public hearings scheduled for today, March 23, in the Senate Committee on Early Learning & K-12 Education. Scheduled for executive session in the Senate Committee on Early Learning & K-12 Education on March 24.

House Bill 1815 (Preserving the school district levy base when state funding is cut) Executive action taken in the Senate Committee on Ways & Means on March 22.

House Bill 1822 (Establishing a state-recognized, nonprofit online university) Executive action taken in the Senate Committee on Higher Education & Workforce Development on March 18. Majority of committee voted to pass the bill on March 21; minority of committee gave no recommendation. Passed to Rules Committee for second reading.

House Bill 1829 (Creating a division of Indian education in the office of the superintendent of public instruction) Executive session scheduled for March 21, but no action was taken in the Senate Committee on Early Learning & K-12 Education. Executive session rescheduled for March 23.

House Bill 1846 (Creating the aerospace training student loan program) Bill passed 47-1 on March 23.  Executive action taken in the Senate Committee on Higher Education & Workforce Development on March 18. Majority of committee supported passing the bill on March 21. Passed to Rules Committee and placed on second reading list. Vote taken March 23.

House Bill 1849 (Establishing the Washington state education council) Scheduled for public hearing on March 24 in the Senate Committee on Early Learning & K-12 Education.

Senate Bill 5005 (Certification of exemption from immunization) Executive action taken March 16 in the House Committee on Health Care & Wellness. Majority supported bill with amendments; minority said do not pass. Passed to Rules Committee on March 21.

Senate Bill 5174 (Encouraging instruction in the history of civil rights) Executive action taken March 22 in House Committee on Education; majority of committee supported bill, minority said do not pass.

Senate Bill 5239 (Defining resident student for allocating federal forest revenue to public schools) Executive action taken in the House Committee on Education on March 22, with majority of committee supporting bill with amendments.

Senate Bill 5392 (Including technology as a stated educational core concept and principle) Scheduled for executive session in the House Committee on Education on March 24.

Senate Bill 5427 (Providing for student assessments in state-funded kindergarten classrooms) Scheduled for executive session in the House Committee on Education on March 24.

Senate Bill 5428 (Requiring notification to schools regarding the release of certain offenders) Executive action taken in the House Committee on Early Learning & Human Services on March 21; majority of committee supported passing bill. Passed to Rules Committee for second reading on March 22.

Senate Bill 5442 (Authorizing accelerated baccalaureate programs at state colleges and universities) Public hearing and executive action taken in the House Committee on Higher Education on March 17. Majority of committee supported passing the bill. Passed to Rules Committee on March 21 for second reading.

Senate Bill 5463 (Requiring the college board to establish minimum standards for common student identifiers) Executive action taken in the House Committee on Higher Education on March 16. Majority of committee supported bill. Referred to Education Appropriations & Oversight on March 18. Scheduled for public hearings on March 24.

Senate Bill 5625 (Authorizing a nonexpiring license for early learning providers) Executive action taken in the House Committee on Early Learning & Human Services on March 22.

Senate Bill 5636 (Establishing the University Center of North Puget Sound) Public hearing in the House Committee on Higher Education on March 16. Scheduled for executive session  in the House Committee on Higher Education on March 24.
